No. 1285. We have declined to accede to the request of the Dutch Chargé that the Dutch S.S. Frisia, which is now about to sail from Argentina for Holland via New York, be permitted to load in the United States an additional cargo of grain, representing the difference between the quantity of coal to be consumed upon her trip from Buenos Aires to New York and the quantity required for her trip from New York to Holland, some 500 tons. You will recall that we permitted this some time ago in the case of the S.S. Hollandia. We are now of the opinion that no further exportation of foodstuffs should be permitted to be made from the United States to Holland until the conclusion of some more satisfactory arrangement with that country.
