Department’s 151, July 10, 7 p.m., our 825.1 We have advised the Dutch Chargé that if the Government of the Netherlands would increase to normal the shipments of tin, quinine, and certain other articles from the Dutch East Indies to the United States and would in every way facilitate from now until December 1, 1918, the importation of sugar from the Dutch East Indies to the east coast of the United States, we would, in general, permit exports to the Dutch East Indies in the same manner as exports are now permitted to any neutral country not contiguous to the Central Empire. The Chargé has accepted the terms of our offer and licenses are being granted in accordance therewith.
