British Minister has given me, at my request, copy of reply from Minister for Foreign Affairs to note mentioned in my 2424, April 29, 4 p.m.1 British Legation has telegraphed summary to London and translation in full is being forwarded to you in today’s pouch, as well as to American Embassy, London.

In addition to a lengthy argument, the note says that the Netherlands Government is ready at once to resume negotiations at The Hague for the rationing of Holland. The Minister for Foreign Affairs, in a personal note to me, writes: “I sincerely hope your Government will agree to have the negotiations carried on here, which will much facilitate matters for us in connection with credits, etc.”
