No. 165. Supplementing and amending Nos. 113 and 154.1 We proposed issuing with discretion “Z” licenses without reference to London for: [Page 971]

(a)
Reasonable quantities of any commodities for the Diplomatic, Consular, Army and Navy officials of the United States and of any friendly country;
(b)
Personal effects, household goods, and other small articles of personal property of similar character;
(c)
Samples of commodities of all kinds including commodities that may be on the embargo list providing they are of no commercial value;
(d)
Articles of small value used solely for advertising purposes provided they are consigned to the American Consul at point of destination for purpose of censorship;
(e)
Foodstuffs consigned to the citizens of the United States and the Allied countries sojourning abroad, not exceeding $20 in value for any one shipment.

It is proposed to issue these “Z” licenses only in exceptional cases. We propose issuing such licenses immediately. We have consulted the British Embassy, who have agreed, subject to approval from the Foreign Office.
