The Minister in the Netherlands ( Garrett ) to the Secretary of State

[Telegram]

2828. I had an informal conversation with the Minister for Foreign Affairs today on the subject of your 1222, May 20, 6 p.m. He says he will consult his experts and let me know in a day or two as definitely as he can when Dutch ships may be expected to arrive to lift grain. He added that Gevers 1 informed him this morning from Berlin that the two ships to replace Juno and Stella would probably get German permits without trouble, and Loudon professes to be only waiting to hear from Beaufort that Juno and Stella have received their clearance papers before despatching these replacing ships. This also applied to Frisia, which I learn from another source is to replace Hollandia. See your 1170, May 8, 6 p.m.2 Loudon intimated that Germany is making conditions which will prevent the despatch of more than a few Dutch ships.

Could you advise me how soon Juno and Stella are expected to leave?
