The Netherland Chargé ( De Beaufort) to the Secretary of State

Sir: I have the honor to accept the recent proposition of the United States Government concerning the three ships which will leave [for] the Netherlands loaded with grain.

This proposition is understood by my Government as follows:

The Netherland ships Java, Stella and Hollandia will leave for the Netherlands loaded with grain, upon three ships of equivalent tonnage leaving the Netherlands, of which two will proceed to United States ports and one to Buenos Aires. The three last-mentioned ships will upon their arrival be enabled to load grain of the amount which has been placed at the disposal of the Netherland Government and they will receive all the facilities for their return to the Netherlands upon the Java, Stella and Hollandia or equivalent tonnage returning from the Netherlands.
