We have been prepared since yesterday to take over Dutch ships and cannot understand your failure to advise us either that we are free to take this action or that an agreement has been reached in accordance with ultimatum expiring on the 18th. We regard continued delay and uncertainty as very harmful and we desire to take final action at once. Please give immediate reply.
