Sir: In reply to your letter of the 21st instant1 you are advised that the Dutch ships now lying idle in New York Harbor will very soon be freed, as the negotiations which are being carried on by the Department of State and the War Trade Board are now close to a successful termination. I think it is only a matter of a very few days before all the vessels will be moving either to dry dock or to sea
