The Minister in the Netherlands ( Garrett) to the Secretary of State

1906. Referring to my 1899, January 17, 8 p.m. Loudon tells me that recently the German Minister told him that the German [Page 1392] prize-court regulation not hitherto applied to Dutch ships would be so applied on and after the 13th instant. The German Minister in the same conversation said that he was sure no objection would be taken to the Nieuw Amsterdam on her outward trip if assurances were given that would not be detained at New York. Loudon therefore cabled you but left out the reasons, fearing that you would consider it a threat and therefore difficult to accede to. He did not wish me to cable you as above, but I told him I felt sure you would not take it in that sense and that it was better that you should know the reason the Nieuw Amsterdam has not yet sailed.
