6252. For Sheldon from War Trade Board:

Your No. 21, 12th. We agree to Dutch proposal with following slight changes: Of the 150,000 tons, part to be employed in Belgian Relief, part to be used for supplying Switzerland, which is cargo [Page 1390] under safe conduct, remaining tonnage to be used in trades outside Europe and Atlantic islands. We are willing to allow the Samarinda and Adonis to go forward, or Zeelandia in substitution for either one of them, upon understanding that equivalent amount of tonnage will be dispatched from Holland at same time. Sorry cannot agree to release of four remaining vessels mentioned your cable. The two vessels coming from Holland must be assigned to trades outside Europe and Atlantic islands, the same as tonnage first above mentioned. Hope you will obtain two round trips instead of one if operated in short voyage trade, but we are not insisting upon this now. Telegraph immediately in order to get the matter concluded.
