The War Trade Board has established a committee of five to be known as the Contraband Committee, which will, under the supervision of the War Trade Board, handle the administrative problems in connection with the issuance of export licenses in accordance with the general policies of the Board, and also make such rules [Page 963] and regulations as may be necessary to carry out the instructions of the Board. The actual licensing will continue to be done as heretofore by the Bureau of Exports in accordance with the regulations of the Contraband Committee. Full details follow by mail.
