No. 652. Referring further Embassy’s 10364, May 31, 3 p.m., your 690.2 The following note was delivered to the Swedish Minister by the Department on June 10:

Referring to our conversation of Thursday morning and in order that there can be no further misunderstanding on the subject of the shipping agreement, I beg to say that the War Trade Board does not insist on the four months’ charter of the replacing vessel which [Page 1275] come from Sweden under the modus vivendi. The Board merely insists that the replacing ships shall leave coincidentally with, or prior to, the departure from the United States for Sweden of the boats operating under the modus vivendi.
