The War Trade Board during the currency of the above-mentioned agreement will grant bunker licenses freely tor coal and oil and stores for Swedish vessels operating as contemplated by the agreement.
We suggest a clause in this connection requiring that there would be no lay-up of Swedish steamers during the currency of the agreement.
