10235. War Trade Board [from Sheldon]:

No. 645. Foreign Office and Wallenberg do not think that the form of adhesion proposed in my 560, Embassy’s 10003, May 11, 5 p.m. [Page 1238] and modified by your 511, Department’s 7834, May 20, 6 p.m., is sufficient, as it will not provide for undertaking in the tonnage agreement concerning bunkering and licensing of vessels. Would you agree to following clause being added to the approved form of adhesion: “and the War Trade Board during the currency of the above-mentioned agreement [will issue licenses] for the bunkering of Swedish vessels in accordance with the terms of the tonnage agreement and will adhere to the terms of such tonnage agreement which is a part of the general agreement”?
