Your No. 416, Embassy No. 9475, April 12, 11 p.m. We have been forcing vessels proceeding to the Plate to load coal for the railways and other purposes so that there has accumulated large tonnage of general cargo, which tends to congest railways and shipping terminals. We are being urged by Argentina to pursue a more liberal policy in exports to Argentina. Swedish vessels proceeding direct would make small saving in time; but would require bunkers from stations where Allied tonnage has been used for coal transportation instead of from American ports. We seriously object to Swedish vessels proceeding in ballast, which results in an economic, as well as tonnage waste. We nevertheless leave the matter in your hands for final determination.
