No. 404. Swedish modus vivendi.

1.
The Mongolia is the only vessel not yet chartered of the list of 100,000 tons, and she is en route to Goring.
2.
The British Government have released the Österland and the Jemtland from Gibraltar.
3.
Foreign Office state that they are now prepared, if you agree, to release the remaining modus vivendi cargoes for Sweden as soon as the vessels proceeding to the United States under clause 10 have sailed from Scandinavia. Six of these are reported to have left Sweden, of which three appear to have stopped at Bergen. We are arranging to ascertain when these vessels are expected to leave Bergen and when remainder will start from Sweden.

Foreign Office state they have no objection to vessels carrying the 10,000 tons of phosphate rock sailing to Sweden as promised but consider that further modus vivendi cargoes should not proceed until further vessels have left Scandinavia.
5.
Steamship San Francisco with maize under modus vivendi has been permitted to proceed to Kingston or Halifax on an undertaking not to proceed until Kronprinsessan Margareta has left Scandinavia. Captain Lundgram has asked for assurance as to supplies of Diesel oil at St. Thomas and British informed me matter concerned United States authorities.

Similar permission granted steamship Alida with modus vivendi maize with same proviso as foregoing.
7.
Foreign Office state they assume 50 per cent division will apply to vessels chartered by United States under clause 3, as was done with those chartered under clause 2.
