No. 35. Your No. 50. Terms of proposal to Sweden noted. If this proposal is accepted we desire to maintain the principle already agreed upon of equal division of neutral tonnage between United States and Great Britain. The Österland and Jemtland would be excepted from the operation of this principle as the disposition of these ships is specifically dealt with by proposals. We are, however, willing that the United States’ share of tonnage be contributed to make up the 100,000 tons to be devoted temporarily to the needs of France and Italy and to save time now agree to leave in England’s hands the allocation of our share of this tonnage to France and Italy—for not exceeding period of 60 days. Cable how it is divided, giving names of ships.
