If you refer to our No. 396, July 26, 4 p.m., then you are authorized to sign, provided the final form of the agreement is identical with the draft submitted to the War Trade Board by Sheldon in his despatch of June 7,1 which he tells us he has sent to you. If there have been any modifications of this draft, cable them to us and do not sign until you are further authorized.
