Legation 871, July 8, 7 p.m. Any agreements of the character referred to by you should, so far as relates to the United States, be between the trade association in question and the War Trade Board of the United States and signed on behalf of the War Trade Board by the representative of the War Trade Board at Christiania. Before agreements are actually signed, however, explicit authority should be awaited. When agreements are in final form please advise as to what, if any, modifications have been made in the drafts submitted to War Trade Board by Sheldon in his despatch of June 7, 1918.1 Repeat to Sheldon.
