Your No. 1, Legation 727, May 15, 7 p.m.1 We will adopt the procedure which you state has been adopted by British and which involves issuing export licenses against certificates issued by associations prior to May 10, provided associations confirm these in writing to Allied Trade Committee. You will obtain from associations already organized a written declaration that until new agreements can be negotiated they will consider their former agreements [Page 1187] with Great Britain as applicable to imports from United States, subject, however, to such modifications as are necessitated by the terms of the recently concluded commercial agreement.
