255. At request of Doctor Nansen War Trade Board have issued export licenses to Norwegian Food Commission for shipment via [Page 1150] S.S. Bergensfjord sailing March 9 covering approximately 156 tons of seeds destined for spring planting in Norway. The War Trade Board have given the question of the issuance of those licenses very careful thought and have caused them to be issued because of political and other considerations, particularly the imminence of the conclusion of this country’s agreement with Norway and because no other sailings after March 9 were sufficiently proximate.
