6319. For Sheldon [from War Trade Board]:
Our 31. The American Minister at Christiania in his 466 through Department January 121 stated that instructions had been given to Nansen by Norwegian Minister of Foreign Affairs to deliver Norwegian counterproposal notwithstanding the objections of Nansen. Nansen did not deliver the counterproposal and has informed War Trade Board confidentially he was unwilling to do so because he knew it would be wholly unacceptable and accordingly he has returned the counterproposal to his Government.
The proposal of the War Trade Board as supplemented by the schedule of rations will be published shortly in the manner described in Schmedeman’s No. 453 of January 9. Please repeat the foregoing in full to Christiania.
