202. With reference to Legation’s No. 440 of December 30, the War Trade Board are unanimous in their feeling that the proposal to Nansen of December 20 is eminently fair and reasonable and must stand.
Referring to Legation’s No. 445 of January 3, the proposal of December 20 to Nansen itself contains the best statement of the attitude and demands of United States and needs no amplification [Page 1110] or discussion, and you are instructed to publish full text of this proposal.
