201. Department has been advised by British Ambassador that your British colleague has been instructed as soon as you have received similar instructions to present a note to the Norwegian Government stating that “providing a satisfactory arrangement with the United States and the Allies is concluded, Norway will receive rations estimated to satisfy her legitimate requirements.”
Department and War Trade Board approve of these instructions and you are authorized to communicate to the Norwegian Government the substance thereof, provided you deem the present moment an opportune one.
