1665. My 1589, September 3, 5 p.m. The following circular instruction was telegraphed by the Foreign Office night of September 4 to their representatives at Stockholm, Copenhagen, Christiania, The Hague, and San Sebastian:

Urgent. German safe conducts. You should concert with your French, Italian, and United States colleagues for the purpose of making, to Government to which you are accredited, communication indicated in my telegram to Madrid of August 29. It is left to your discretion to decide in concert with your colleagues whether communication should be formal or informal, verbal or in writing, provided exact wording given in my telegram is used to Madrid only. It is also left to you in conjunction with your colleagues to choose the moment for this communication which may appear to you to be most opportune to all. Above decision was reached at further meeting with representatives of Associated Governments here, who further decided that it was not advisable to publish terms of communication. Your colleagues will no doubt receive similar instructions shortly.

The communication above referred to as having been telegraphed to Madrid on August 29, is identic with the text of the proposed note telegraphed to you in my 1456 of August 28, 11 p.m.
