5873. War Trade Board [from McFadden]:

No. 604. Referring to Department’s 5873 of October 11, your No. 366. We are advised by French Ministry of Blockade that they have invited Japanese delegate to participate at Inter-Allied Blacklisting Committees and Enemy Trade License Conference, but that no definite answer has been given, though a representation of Japanese Embassy here has had informal discussion with Blockade on question. We will keep you advised. McFadden.
