No. 383. Your 437 [457], Embassy 5235, September 30, midnight; and your 485, Embassy 5350, October 1 [7], 11 p.m.2 The Government of the United States has not yet been approached by the Spanish Government on the subject of trading-with-enemy list for Spain. Consequently, we cannot participate in any joint answer which may be sent by the British and French. If, however, the British and French propose making a more definite answer than that referred to your No. 437 [457], we would be glad to assist in presenting a unified front to the Spanish Government by agreeing that in their note they may state that the Government of the United States has been advised of their views as therein expressed and concurs therein. If this were done, we should, of course, desire first to study the form of note which the British and French would propose to deliver.
