5256. War Trade Board [from McFadden]:

No. 465. Referring Department’s 5506, of September 4, 3 p.m., your 287.

1.
We have presented content of above telegram as instructed. Ministry Blockade is in accord with your views as expressed therein [Page 1064] and in your letter of July l,1 with exceptions hereafter noted, and will from now on present cases covering Switzerland, Spain, and Morocco to enemy trade license committee in Paris for its consideration and action.
2.
The Ministry of Blockade will submit cases covering trade between individuals and firms in French territory and—
(a)
Enemy persons or firms;
(b)
Individuals or firms appearing on the liste noire officielle;
(c)
Individuals or firms appearing on the liste noire confidentielle.
3.
The Ministry of Blockade will not submit cases of trading with above persons or firms when the transaction is one which was started before such persons or firms were included upon the various black lists or [became] suspect. Licenses for such transactions, which are known as affaires en cours, will be granted only by the French Commission Inter-Ministerielle des Listes Noires.
4.
The Ministry of Blockade is unable to answer at the present time the question as to submitting cases of trading between the French Government and persons mentioned in paragraphs (a), (b), and (c) above, as they do not know whether the Government is still making purchases or doing business of this sort. Blockade will advise us regarding this point after consultation with French Ministries of Armament and Commerce, when we will inform you. McFadden.
