5120. War Trade Board [from McFadden]:

No. 427. The following resolution was adopted by the Inter-Allied Blacklisting Committee, Paris:

Inter-Allied Blacklisting, Paris, recognizing the necessity of complete understanding between the Associated Governments as to the date of publication of decisions taken both by the Paris committee and by the committees in London and Washington, has decided that a delay of ten days shall be given each Government in which to state if said Government has any objection to the decisions taken by this committee. If no objection has been registered before the ten days, the decisions will become binding and the names decided upon shall be published in the next bi-weekly lists.

The above resolution was passed as it had been noted by the Paris committee that names adopted at a meeting were not published simultaneously by the Associated Governments. Please instruct if you approve. McFadden.
