No. 284. The following is translation of a memorandum which the Italian delegate on the Paris black-listing committee handed the committee at the meeting of July 19: [Page 1033]

The Italian Government declares that it has no objection to Japan’s participating with the Allies in the formation of their black lists. It believes that it is preferable, however, to have the information concerning the Far East concentrated in Washington, following the procedure adopted for America. The creation of black lists for China should have the effect of doing away with the white lists.
