No. 154. We are informed by British and French that it was decided at a meeting held in Washington May 8, that I. B. C, Paris, is in certain limited cases to determine the suitability of granting licenses for export from Allied countries to firms and individuals on the black lists for Spain, Morocco, and Switzerland. We are without any information, advice, or instructions on this point, and would appreciate being informed if we are to handle this matter, so that we may, if desired, cooperate with other representatives of the Associated Governments.
