No. 235 for Frothingham. Answering question 2, your cable 8803, February 25, 7 p.m., and referring your various letters since that date. Statute covers trade activity in its broadest sense for benefit of enemy firms directly or indirectly wherever domiciled. In view of the formal and specific assurances given us by French and British Governments that no names appearing on their lists except under circumstances justifying listing under our statute, and in view of additional evidence in doubtful cases submitted to this bureau, and in view of recommendations received directly from our diplomatic representatives in countries of neutral Europe, the revised United States enemy trading list will contain all names at present on the British statutory list save those which British have agreed to remove on the ground that evidence submitted does not justify their inclusion under our laws and regulations, This applies to list as revised by supplement 47. Any evidence tending to show that any person included on revised list does not come within definition of the act will be immediately considered and, if conclusive, name will be promptly removed. In view of present arrangement all discussions inclusions or removals Latin America be held in Washington; for neutral Europe, Greece, Portugal in London; for Spain, Morocco in Paris; concern yourself exclusively with cases to be considered in London, cabling only result of joint conferences.
