The Ambassador in France ( Sharp) to the Secretary of State

3214. Note received from Foreign Office stating that it attaches great importance to closer cooperation among principal Allies in preparing, establishing, and applying black list and in order to avoid delays in exchange of communications between these Governments it desires that an American, French, and English representative be designated in each capital to discuss with competent services all questions relating to the black list. The French Government requests, in case proposition is adopted, that a member of Embassy be designated to enter into direct relations with service of black lists of Ministry of Blockade. I would appreciate being informed of reply which I may make. Foreign Office note follows by next pouch.
