3734. War Trade Board [from Sheldon]:

No. 1872. Your 1207, Department’s 2661, November 6, 7 p.m. In accordance with your approval of joint certification plan, Foreign Office will telegraph following instructions to British consuls at Buenos Aires, Montevideo, Bahia, Santos, and Rio de Janeiro, under date of November 18.

In order to facilitate clearance of vessels calling for bunkers at U.S.A. ports on their way to Scandinavia and Holland, arrangements have been made with the W[ar] T[rade] B[oard] at Washington that particulars of proposed cargo should be communicated to their United States colleagues by British consul, and Foreign Office notification of cargo approved by the Allied Blockade Committee, at present telegraphed to them, to United States colleagues in order that the manifests may receive joint certification by representatives of both Governments. You should make arrangements with local shipping agents and communicate with your United States colleagues accordingly, similar instructions being sent by the United States Government.

Will you have State Department telegraph instructions in the same sense to American consuls at above ports effective November 18?
