593. Your 436.³ British Treasury request information regarding our financial relations with the Russian Ambassador hoping that it will be possible to take similar position. They understand there has lately been some change in our attitude. They also ask for information as to how we are procuring funds for the use of our military and civil expeditions in northern Russia and Siberia. Please advise me here.
