Excellency: I have the honor to refer to my note to you of April 22, 1918, in which there was transmitted to you a telegram dated April 18, 1918, requesting the release of the Russian vessel Simferopol, detained at Manila.1 I take pleasure in informing you that after a full investigation and after a part of the crew had been discharged and replaced by Philippine sailors, it was considered safe to permit the vessel in question to proceed on its voyage under the command of its original captain and the vessel was accordingly released on May 22, 1918.
