5110. Your 5598 to [via] London, September 13.1 In presenting this matter to Mr. Pichon, Minister for Foreign Affairs, to-day, he told me that the French Government was familiar with the distinguished service and ability of Mr. John F. Stevens, knowing something of his work at Harbin. The Minister stated that his Government was in entire accord with the purpose of the American Government as set forth in its telegram; recognizing the need of such an undertaking, it would likewise receive the cooperation of his Government.
