Your cable of 5th. Emerson received funds to-day. Will disembark all contingent next five days. Will quarter all at Nagasaki. I have received no reply to my cable 31st2 asking you to arrange at Washington payment transport Thomas. In my opinion long delay is certain and I do not like to waste my time here if I can be of use elsewhere but submit to your judgment.
