For Willard:

I am leaving Petrograd to try to improve operation of lines Omsk to Moscow to handle vast amount of food Siberia to Central Russia. Russian Government claims this is the most important problem in Russia and absolutely vital to existence. Can you send eight more [Page 205] units if I find necessary? Have gratifying reports from Siberian line.
