1230. Your 2987, October 12, 5 p.m. Before action is taken on Webster’s message to Red Cross, Department desires to know whether proposed relief requires association with Bolshevik authorities. Department is of opinion that Bolshevik regime has been preserved beyond its normal term by German support. Circular telegram of September 201 asked all civilized countries to protest against reign of terror which now prevails under Bolshevik regime. Disastrous conditions at Petrograd are appreciated but other considerations must now also be considered. Please answer.
