28. Referring previous telegrams concerning shipments of shoes. Representatives of railway unions at Dairen, South Manchuria, insist [Page 113] money for shoes deposited with Credit Chancellery was remitted to America, which, as you know, is contrary to fact. Can you reassure representatives of railway unions with whom you may be in touch and state that every effort is being made by Russian Embassy here to arrange for payment in spite of nonreceipt of funds from Credit Chancellery.
