Prior to receipt of your cipher telegram of April 12, 8 p.m., the Department was considering the matter of financial assistance to China as requested in your telegrams of February 6, 11 p.m., February 7, 6 p.m.1 Such assistance would be available from proposed appropriation for loans to other powers under bill now pending, but the probability is that Congress will limit loans to nations at war with Germany when the bill becomes a law. As yet the bill has not passed either House, though chances are extremely favorable.
