Sir: I have the honor to enclose herewith for the consideration of the Department, a copy of a letter1 which I have received from Mr. William C. Kaelin of 40, Balcombe Street, Dorset Square, London, who states that he is the representative of Mr. D. E. Skinner, President, Port Blakely Mill Company, of Port Blakely, Washington, and requests that I approach the British Government with a view to ascertaining its attitude in regard to the purchase by American citizens of one [or] more German vessel now lying idle in American ports.
I respectfully request that I may be furnished with the Department’s instructions in regard to this matter.
