The Imperial German Embassy presents its compliments to the United States Department of State and has the honor to enclose herewith one wireless cipher message, in duplicate, to the Foreign Office in Berlin for kind transmission to the Tuckerton station.

Duplicate copies of the message in plain English are likewise enclosed.

After consulting German Ambassador I saw Mr. Lansing this morning and asked him whether it would be a possible solution in the question if my Government for the future gave the same pledge as Germany has given leaving the Ancona case open to further diplomatic negotiations. After some discussion Mr. Lansing promised to consider the suggestion.
