The Secretary of State to the Ambassador in Germany (Gerard)

1947. For your information. The German reply has been received as a general disappointment by the press of this country.1 It was hoped at least that principle for which Government of United States stood would be acknowledged by German Government, and the failure in this respect has made adjustment by compromise practically impossible. It is felt also that the note was framed for home consumption rather than as a sincere desire to reach an understanding.
