Sir: Adverting to the Department’s cablegram No. 1015 of January 22,2 in which I am instructed to assist in an appropriate way the desires of the Government of Switzerland that certain copper purchased from American firms by Swiss citizens and now detained at Gibraltar by the British Government authorities be released, I have the honor to advise the Department that I am in receipt of a note from Sir Edward Grey, dated February 5, in reply to my representations in the premises, in which it is set forth that 800 tons of copper from the S. S. Regina d’Italia, Palermo and Ascot will be purchased by His Majesty’s Government, this copper having been offered for sale by the American Metal Company.
