Sir: Referring to your despatch No. 249 of January 151 in regard to the payment of freight and charges incurred in connection with [Page 322] the release of American cargoes, you are informed that the Department approves your course in this matter.
In this connection, it may be added that the Department has no data at hand to show what particular claimants have paid freights.
