Sir: I have the honor to report that because of the complaints made by the Swedish Government concerning the delay and difficulties of traffic as a result of the measures adopted by the English, the British Government has sent a commission to Sweden to try to come to some understanding in the matter. This commission is now sitting [Page 283] in Stockholm in conjunction with a similar commission appointed by the Swedish Government.
