We learn from private conversation with executive committee Netherlands Oversea Trust they will probably accept consignments of cotton upon request of Dutch manufacturers for actual consumption in the Netherlands but not for storage with a view to future foreign sale. This decision needs confirmation by directors meeting in a few days. Che attitude of trust is waiting with the hope that American needs will result in leadership of neutrals by the United States in claiming fair conditions for general neutral trade.
