1719. Foreign Office informs me in order to remove any doubts as to the extent of the war area declaration is made German Admiralty that the waters surrounding the Orkney and Shetland Islands belong to the war area but navigation on both sides of Fair [Faroe]1 Isles is not endangered. Foreign Office requests English, Japanese, and Servian Governments be notified accordingly.
